The coronavirus pandemic has brought immense disruption to our world, destroying lives and livelihoods. But it is also reminding us that there are some challenges we cannot tackle alone.

Limiting the spread of the virus has required everyone to act collectively to make life safer for all of us. This holds true for the other great crisis the world faces – untamed levels of greenhouse gas emissions that are already bringing increasingly dangerous consequences.

Our climate challenge is a shared global challenge – and it is largely an energy challenge. Energy accounts for over two-thirds of global greenhouse gas emissions. This means energy must be at the heart of any solution.

There is no time to lose. Analysis by the Intergovernmental Panel on Climate Change (IPCC) clearly shows us that global emissions need to be reduced to net-zero within the next few decades to avoid a dangerous increase in global temperatures. The coronavirus pandemic is resulting in a drop in emissions this year, but that came at an unacceptable human and economic cost – and there are already signs that emissions are rebounding as economies reopen.

The economic recovery following the 2008 global financial crisis brought with it the biggest jump in emissions in history. The world cannot afford to repeat that mistake. In order to reach our global climate and sustainable energy goals, we need to quickly put emissions into sharp structural decline. This requires a dramatic acceleration in the transitions to clean, sustainable energy that are already underway in many countries and industries.

The good news is we already have affordable, reliable technologies that can put the peak in global emissions behind us and start the drive down to net zero. The spectacular rise of renewable technologies like solar panels and wind turbines in recent years has shown us what is possible. Deployed quickly and on a major scale, the clean energy technologies we have at our disposal right now can bring about the kind of decline in energy-related emissions that would put the world on track for our longer-term climate goals.

The ambitious recovery plans that governments are pursuing to counter the damage caused by the pandemic offer a unique opportunity to drive much greater investment in key energy technologies such as more efficient vehicles and buildings, renewables and state-of-the art electricity grids. According to recent analysis by the International Energy Agency (IEA), together with the International Monetary Fund, a combination of policy actions and targeted investments over the next three years could bring about a sustainable recovery, boosting global economic growth, creating millions of jobs and making 2019 the definitive peak in global emissions.

Ensuring that this near-term, structural decline in emissions can take us all the way to net-zero in the coming decades presents a further challenge – and one that also needs urgent, ambitious action. Decarbonising entire economies means tackling sectors where emissions are especially difficult to reduce, such as shipping, trucks, aviation, heavy industries like steel, cement and chemicals, and agriculture. This will require the rapid development of many technologies that are still in their very early stages today – some of them are barely out of the laboratory. Recent IEA analysis has assessed the market readiness of 400 different technologies that will be needed, but finds that only about half of the additional emissions savings needed to reach net-zero emissions by 2050 are available to the market today.

The net-zero challenge calls for a step change in technology innovation in critical areas such as enhancing energy efficiency, making low-carbon electricity the main source for heating buildings and powering vehicles, capturing, storing and utilizing carbon dioxide before it escapes into the atmosphere, realising the potential of clean hydrogen across many industries, and massively expanding the use of sustainable bioenergy.

Today, overall investment in clean energy innovation is increasing, but only gradually – far too slowly to meet our challenges head on. Furthermore, the coronavirus pandemic is threatening to reduce funding for vital research and development efforts. Governments and the private sector both have critical roles to play in making sure investment in clean and sustainable energy innovation increases rather than declines at this pivotal moment.

As the world confronts our shared climate challenge, the Intergovernmental Panel on Climate Change (IPCC) and the IEA are committed to providing evidence-based analysis. We cannot force the world’s decision-makers to make smart and sustainable choices, but we can make clear the consequences of the paths they choose and highlight how best to achieve their stated goals.

Both of our organizations are proof that by working together, governments, companies, investors and citizens from around the world can better understand the challenges we all face – and how to overcome them. Put simply, we need a simultaneous focus on both ambitious, near-term reductions in emissions and accelerating investment in the full range of clean and sustainable energy technologies necessary to get all the way to net zero.

GENEVA, July 21 – The Intergovernmental Panel on Climate Change has announced the Core Writing Team that will prepare the Synthesis Report of the Sixth Assessment Report (AR6) – the document that will integrate all the IPCC reports in the current assessment cycle.

The list of 30 Core Writing Team authors and 9 Review Editors can be found here. The CWT will also include ex-officio members comprising the Chair, the IPCC Vice-Chairs, the Working Group Co-Chairs, the Heads of the Working Group and Synthesis Report Technical Support Units, and the Secretary of the IPCC.

The members of the Core Writing Team were selected by the IPCC Bureau, from the author teams of the three Working Group contributions to the Sixth Assessment Report and the Special Report on Global Warming of 1.5ºC, reflecting the balance in geographical distribution, gender, and representative of a range of expertise.

“The biggest simultaneous challenge and opportunity for the Sixth Assessment Report Synthesis Report is the massive increase in public awareness of climate change since the Fifth Assessment Report, and the readiness of governments and other actors to address the challenge,” said IPCC Chair Hoesung Lee, who will lead the preparation of the report.

“My main request to you as a member of the Core Writing Team will be to strive to go beyond listing the key findings of the Special Reports and Working Group contributions to AR6, to develop a Synthesis Report document that is a real integration of the AR6 cycle materials,” he said in a letter of welcome to the Core Writing Team members.

The Synthesis Report is due to be released in 2022, in time to inform the 2023 Global Stocktake by the United Nations Framework Convention on Climate Change (UNFCCC) when countries will review progress towards the Paris Agreement goals, including the goal of keeping global warming to well below 2°C while pursuing efforts to limit it to 1.5°C.

About the IPCC

The Intergovernmental Panel on Climate Change (IPCC) is the UN body for assessing the science related to climate change. IPCC assessments provide governments, at all levels, with scientific information that they can use to develop climate policies. IPCC assessments are a key input into the international negotiations to tackle climate change. IPCC reports are drafted and reviewed in several stages, thus guaranteeing objectivity and transparency.

About the Sixth Assessment Cycle

Comprehensive scientific assessment reports are published every 6 to 7 years; the latest, the Fifth Assessment Report, was completed in 2014 and provided the main scientific input to the Paris Agreement.

At its 41st Session in February 2015, the IPCC decided to produce a Sixth Assessment Report (AR6). At its 42nd Session in October 2015 it elected a new Bureau that would oversee the work on this report and Special Reports to be produced in the assessment cycle. At its 43rd Session in April 2016, it decided to produce three Special Reports, a Methodology Report and AR6.

The IPCC also publishes special reports on more specific issues between assessment reports.

Global Warming of 1.5°C, an IPCC special report on the impacts of global warming of 1.5 degrees Celsius above pre-industrial levels and related global greenhouse gas emission pathways, in the context of strengthening the global response to the threat of climate change, sustainable development, and efforts to eradicate poverty was launched in October 2018.

Climate Change and Land, an IPCC special report on climate change, desertification, land degradation, sustainable land management, food security, and greenhouse gas fluxes in terrestrial ecosystems was launched in August 2019, and the Special Report on the Ocean and Cryosphere in a Changing Climate was released in September 2019.

In May 2019 the IPCC released the 2019 Refinement to the 2006 IPCC Guidelines on National Greenhouse Gas Inventories, an update to the methodology used by governments to estimate their greenhouse gas emissions and removals.

The contributions of the three IPCC Working Groups to the Sixth Assessment Report are currently under preparation. The concluding Synthesis Report is due in 2022.

GENEVA, July 6 – The Intergovernmental Panel on Climate Change (IPCC) has announced that the October deadline for delivery of the Second Order Draft of the Working Group III Report contribution to the Sixth Assessment Report (AR6), which assesses the mitigation of climate change,  is no longer possible because of disruption caused by the COVID-19 pandemic.

This comes as the Working Group III Technical Support Unit (TSU) publishes a report on the IPCC’s first Virtual Lead Author Meeting.

An internal consultation by the Technical Support Unit identified that during the current COVID-19 pandemic, authors and experts are facing substantial challenges to their health and working conditions, with many experiencing changed or increased work obligations and additional domestic commitments.

“Our Authors and Experts are working hard under the most difficult of circumstances,” said Jim Skea, Co-Chair of IPCC Working Group III. “We want to ensure that there is opportunity for equal contribution from all authors, that they can maintain their health and wellbeing, and that they are given adequate time to produce a thorough report. This is especially important given the practical and technological limitations they’re facing, many of which were highlighted at our recent virtual Lead Author Meeting”.

Working Group III’s third Lead Author Meeting was originally scheduled to be held in Quito, Ecuador, on 15-19 April, but due to the COVID-19 pandemic, the physical meeting was cancelled and moved online as “eLAM3”.  A report from the Working Group III Technical Support Unit provides insight into the benefits and trade-offs of hosting large virtual meetings and outlines implications for future IPCC meetings.

“eLAM3 was successful in what it set out to achieve, but from the outset its ambitions were lower and its objectives more limited,” the Working Group III Technical Support Unit said in the report on the meeting. “There was a general view that a virtual meeting could not completely substitute for a physical meeting,” it said in the report, which can be accessed here.

Analysis of the meeting shows that the number of virtual participants was considerably higher than the number who had confirmed their participation in the physical meeting.

However, more respondents from developing countries felt they were not able to fully participate in the meeting than those from developed countries, said the Working Group III Technical Support Unit in the report.

Other notable benefits included a reduced carbon footprint from avoiding air travel (an estimated saving of 368 tonnes of CO2 emissions), benefits to participant health and wellbeing from avoiding travel, and financial savings (an estimated saving of approximately US $1m).  The associated virtual outreach event was attended by over 600 members of the public, significantly higher than the 80-250 attendees typically expected at an in-person event.

“This report shows just how much we can accomplish from a distance and provides an example of how IPCC meetings could be run online in future,” said Priyadarshi Shukla, Co-Chair of Working Group III. “We found that a virtual meeting brings both trade-offs and benefits for those who must balance meeting requirements with domestic and other work commitments, but we must not forget that there were still challenges in achieving equitable participation and that this eLAM3 was never intended to replicate a standard Lead Author Meeting.”

In the light of these challenges, Working Group III has reviewed progress on the Second Order Draft and ascertained that meeting an October deadline is no longer feasible.  Moving forward, consultation with member governments will be undertaken in order to determine a precise schedule for Working Group III’s contribution to the Sixth Assessment Report.

IPCC Working Group III is responsible for assessing the mitigation of climate change – responses and solutions to the threat of dangerous climate change by reducing emissions and enhancing sinks of the greenhouse gases that are responsible for global warming.

The Working Group III contribution to the Sixth Assessment Report will examine topics such as the link between consumption and behaviour and greenhouse gas emissions, and the role of innovation and technology. The report will assess the connection between short to medium-term actions and their compatibility with the long-term temperature goal in the Paris Agreement. It will assess mitigation options in sectors such as energy, agriculture, forestry and land use, buildings, transport and industry, and consider these in the context of sustainable development.

Each of the three IPCC Working Groups is preparing a contribution to the Sixth Assessment Report. A Synthesis Report, due for release in 2022, will integrate them together with the three special reports that the IPCC has produced in the current assessment cycle. 
 
The intention is to release the Synthesis Report in time to inform the 2023 Global Stocktake by the United Nations Framework Convention on Climate Change (UNFCCC) when countries will review progress towards the Paris Agreement goals, including the goal of keeping global warming to well below 2°C while pursuing efforts to limit it to 1.5°C.
 
IPCC Working Group I, which assesses the physical science basis of climate change, has postponed its fourth Lead Author Meeting to early 2021 and is holding a series of online “pre-LAM” discussions in June and July 2020.
